A message to LWVAL Presidents from Study Chair Sandy Robinson...

The LWVAL Off-Site Voting Study is ready for Local Leagues to review, study, discuss and come to consensus.  The report from your Local League should be sent to LWVAL by February 1st.
 
There are 7 documents in this Off-Site Voting Study packet....[Divided into the 3 parts below.]

Part I - Overview for Members and Consensus Questions...
These two documents should be sent to your members as soon as possible to study and review.  Members will then be able to come to the consensus meeting prepared to learn more and discuss the consensus questions. You should go ahead and set up meeting times for the Off-Site Voting Study discussion and consensus questions.  It is up to the LL’s to decide if this is completed in one or two meetings.  The deadline to return all LL consensus information to LWVAL Board is February 1st.

Part II – Off-Site Voting Study PowerPoint Presentation and Off-Site Voting Study “Notes” 
We have prepared a PowerPoint Presentation along with a separate document of “Notes” to make your meeting easier.  The “Notes” correspond to the slides in the PowerPoint Presentation.  The presenter should review the "Notes” ahead of time.  They will then be able to click through the slides at the meeting with very little trouble.  If you want to print out the slides for the meeting, it is suggested that you select ‘Handouts’ on the print function and select 6 slides per page.

Three other documents that you can print off for your members:

Below is a brief discussion on League Consensus Policy taken from LWVAL Board Policies (p.5 & 6) under Core Documents in the Members Section of the LWVAL website at: www.lwval.org/leagdemoc/
 
Remember to select a Recorder for your Consensus meeting.
This person is to take full notes on answers to the consensus questions and also, any significant degree of agreement (unanimity or consensus, strong or weak).
   
For the comment section on the report, the recorder should:
  • Note any strong agreement on a point not included in the answers to the questions.
  • Note any additional significant opinions not included in the answers to the questions.

In some circumstances, taping the meeting is useful.   Past experience suggests that the recorder should write the report immediately, while memories are fresh.

At its next meeting, the Local Board should consider

     (a) whether or not consensus was achieved and
     (b) approve the report to be sent to LWVAL.

Sometimes consensus on one or more questions is impossible to reach.  This may happen because an insufficient number of members are concerned with the issue, or because, even with the best kind of study, discussion and participation, there is too much basic disagreement among members.  In any case, a statement of alternative points of view should be included in the report.  If no consensus is reached, report that no consensus was reached.
 
Report to LWVAL Board

The Report is due to LWVAL Board by February 1st.
Use a copy of the Consensus Questions for the report, adding extra space for the comments as needed.

Consensus “is the technique most often used in the League for reaching member agreement.  It is a process whereby members participate in a group discussion of an issue.  The ‘consensus’ reached by members through group discussion is not a simple majority, nor is it unanimity;  rather it is the overall ‘sense of the group’ as expressed through the exchange of ideas and opinions…”

Reporting Consensus - A consensus report prepared by a local board for the State Board should include the following:
  • The response sheet provided with the consensus questions, completed to show how opinions were distributed (if such a sheet has been provided).
  • A brief statement of the consensus position, if one has been reached, and
  • A brief statement of alternative points of view expressed by members who did not agree with the consensus position.
  • OR
  • A brief statement explaining that no consensus could be reached.
 
In order for a local consensus report to be considered, it must be received by the deadline set by the State Board.
